PAKISTANI President Asif Ali Zardari declared a state of emergency in opposition-controlled Khyber Pakhtunkhwa province today. Interior Minister Mohsin Naqvi accused the provincial government of neglecting counter-terrorism efforts while focusing on securing the release.
